Enable local text chat in ARK: Survival Evolved

To enable the local text chat in ARK, it is necessary for the server to be in Advanced Mode.
Now the following values need to be added to the GameUserSettings.ini:

    GlobalVoiceChat=true
    ProximityChat=false

After making the changes, save and apply, then restart the server.
Now, in the game, you can activate the text chat by pressing ENTER (default) and switch between the different chats by pressing TAB (default).
